The 2010 legislative session officially ended at midnight last night, August 31



The 2010 legislative session officially ended at midnight last night, August 31, which was the deadline for all bills to be passed by both houses of the legislature. All bills that were passed by this deadline will now be sent to the Governor who will have until September 30 to take action on the legislation. The four tobacco-related bills that were still alive at the end of session were all passed by the deadline and will be sent to the Governor. AB 2496: Reducing Evasion of MSA Payments and Cigarette Tax Payments (Nava – D, Santa Barbara) Legislative Activity: AB 2496 was passed by the full Senate on August 23 by a vote of 23-10 and passed by the full Assembly on August 24 by a vote of 54-22.

Next Step: AB 2496 will be sent to the Governor who can sign the bill into law, veto it or allow it to become law without his signature.

AB 2733: Making Changes to State Tobacco Retailer Licensing Law (Ruskin – D, Redwood City) Legislative Activity: AB 2733 was passed by the full Assembly on August 23 by a vote of 74-0. Next Step: AB 2733 will be sent to the Governor who can sign the bill into law, veto it or allow it to become law without his signature.

SB 220: Requiring Health Insurance Policies to Cover Tobacco Cessation Services (Yee – D, San Francisco) Legislative Activity: SB 220 was amended on August 24 to make technical changes. SB 220 was passed by the full Assembly 54-24 on August 30, passed by the Senate Health Committee 5-3 on August 31 and passed by the full Senate 22-13 on August 31. Next Step: SB 220 will be sent to the Governor who can sign the bill into law, veto it or allow it to become law without his signature.

SB 882: Making Sales of Electronic Cigarettes to Minors Illegal (Corbett – D, San Leandro) Legislative Activity: No legislative activity this week. Next Step: SB 882 will be sent to the Governor who can sign the bill into law, veto it or allow it to become law without his signature.

Once the Governor acts on the four tobacco-related bills that were passed by the legislature, the Center will send out a final legislative update for the entire 2010 legislative session which will include a vote record that will show how all the legislators voted on the tobacco-related bills.
